Overview

Civil & Environmental Consultants, Inc. (CEC) is seeking a Water/Wastewater Project Manager to join our growing team in Martinsburg, West Virginia. This is an opportunity for an experienced engineer to lead meaningful municipal infrastructure projects while helping communities improve drinking water, wastewater, and utility systems that support long-term growth, resiliency, and regulatory compliance.


Opened in 2022, our Martinsburg office was established to better serve clients throughout the Eastern Panhandle and surrounding region. As part of CEC's West Virginia operations, you'll have access to the resources, technical expertise, and support of a statewide multidisciplinary team while helping grow a local practice where your contributions can have a visible and lasting impact. You'll work directly with municipalities, public utilities, public works departments, private developers, and regulatory agencies while leading projects that improve water treatment, wastewater treatment, collection systems, distribution systems, pumping infrastructure, and other critical public infrastructure.

Responsibilities:

  • Manage and deliver municipal water and wastewater infrastructure projects from planning and design through permitting and construction.
  • Serve as the primary point of contact for clients, including public utilities, public works departments, regulatory agencies, and private developers.
  • Develop and manage project scopes, schedules, budgets, contracts, and permit documentation.
  • Lead the design of water treatment, wastewater treatment, distribution, collection, pumping, and storage infrastructure projects.
  • Perform and oversee hydraulic modeling, system evaluations, infrastructure assessments, and engineering analyses.
  • Prepare and review engineering drawings, technical specifications, cost estimates, and engineering reports.
  • Conduct and oversee QA/QC reviews to ensure technical excellence, constructability, and regulatory compliance.
  • Support business development efforts, including proposal preparation, client engagement, and identification of new project opportunities.
  • Mentor and support the professional development of junior engineers and project team members.
  • Contribute to the growth and continued success of CEC's water and wastewater practice throughout the Eastern Panhandle and surrounding region.

Qualifications

  • Bachelor’s degree in Civil or Environmental Engineering 
  • Experience managing project teams and project phases including client communication 
  • Engineer-in-Training (EIT) required; Professional Engineer (PE) preferred (or ability to obtain) 
  • Proficiency in AutoCAD Civil 3D 
  • Experience with water and wastewater system design and project delivery 
  • Experience with hydraulic or stormwater modeling is a plus 
  • Proven ability to manage project scope, schedule, budget, and multidisciplinary teams 
  • Strong communication skills and experience working with municipal clients, developers, and regulatory agencies
