Overview

As a Civil Engineer (Platting and Planning) with Civil & Environmental Consultants, Inc. (CEC), you will oversee land development processes related to the subdivision of land (platting) and long-term land use planning. Assisting our land development and surveying practices. The Platting and Planning Manager is responsible for managing the preparation, review, and approval of subdivision plats, site plans, and zoning applications. This position ensures compliance with local, state, and federal land use regulations and coordinates with developers, engineers, surveyors, and government agencies to facilitate orderly and legal development.

 

Qualifications

Key Responsibilities:

  • Platting Oversight:
    • Review subdivision plats and re-plats for compliance with zoning ordinances, subdivision regulations, and comprehensive plans.
    • Coordinate with surveyors, engineers, and legal professionals to ensure plats meet technical and legal standards.
    • Present platting cases to planning commissions and city councils, as needed.
  • Planning and Zoning:
    • Develop, update, and enforce long-range land use and transportation plans.
    • Evaluate zoning changes, variance requests, and development proposals.
    • Conduct research and provide recommendations on planning issues, urban growth, and infrastructure development.
  • Project Management:
    • Manage planning-related projects and ensure timely processing of applications and approvals.
    • Serve as a liaison between developers, city departments, and the public.
    • Oversee environmental reviews, traffic impact studies, and utility coordination as part of development approvals.
  • Team Leadership and Collaboration:
    • Supervise and mentor junior planners, GIS technicians, or administrative staff.
    • Coordinate with legal, engineering, and inspection departments.
    • Attend public hearings, planning meetings, and community engagement sessions.

Qualifications:

    • Bachelor’s degree in Civil Engineering, or related field (Master’s preferred).
    • 5+ years of progressively responsible experience in urban planning, platting, or land development.
    • Experience with GIS, AutoCAD, or planning software is a plus.
  • Strong knowledge of land development regulations, zoning laws, and platting procedures
  • Excellent analytical, communication, and negotiation skills
  • Ability to interpret engineering drawings, legal descriptions, and site plans
  • Project and personnel management experience
  • Report writing proficiency
