Overview

As an Air Quality Senior Project Manager/Principal for Civil & Environmental Consultants, Inc. (CEC), you will lead and manage the Air Quality practice in the St. Charles office, and work collaboratively with other Midwest regional air practice leaders to provide sustainable growth to assist clients in the manufacturing, mining, power, and waste industries.  Your leadership role will include: working closely with other CEC air quality practice members across the country to develop opportunities, build business relationships, and apply innovative best practices to address client needs; mentoring staff in the proper planning and execution of air quality projects; and, encouraging and promoting training and professional development to facilitate and foster junior and mid-level staff career growth.  Your senior technical role will include: meeting and coordinating with clients to understand their business needs and objectives; communicating with agency personnel to support client objectives; evaluating and presenting information regarding emissions from client industrial processes and equipment including evaluating emission control technologies in support of state and federal permit applications; assessing environmental compliance for various industries with an emphasis on air quality and emissions; directing the compilation of technical air permit application documents; and, directing and conducting technical reviews to assure quality assurance and quality control of client deliverables.

 

Key Responsibilities:

  • Nurture existing clients to build long-lasting relationships;
  • Lead and direct others in the accomplishment of project work;
  • Work with staff to establish and meet budgets and schedules for various projects; and
  • Maintain frequent communication with office leadership and others involved with related projects.

Qualifications

  • B.S. or M.S. in Chemical Engineering, Environmental Engineering, Environmental Sciences, Meteorology, or related fields;
  • Experience with emission inventory calculations, air permit application preparation, and pollution control technologies; 
  • Excellent written and verbal communication skills.
  • 10+ years consulting, compliance, or industry experience;
  • Knowledge of MO, IL and other surrounding Midwest state regulations, and USEPA air quality regulations;
  • Knowledge of New Source Review procedures;
  • Familiarity with air compliance needs of the manufacturing, mining, power, and waste industries;
  • Dispersion modeling experience using AERMOD.
  • Business development experience and network of existing contacts;
  • Ability to assist with recruiting to support continued growth of the air practice;
  • Project management experience, including client management, preparation of estimates and proposals, budget tracking, invoicing, and scheduling;
  • Staff management experience, including training coordination, mentoring, interviewing, and performance reviews; and
  • Experience with financial management of a department, including rate analysis, cost recovery, and development of strategic plans.
